PROBLEM TO BE SOLVED: To provide a toner and a method for manufacturing the toner having uniform charging characteristics and developing characteristics and stably giving images with high picture quality, and to provide a two-component developer, a developing device and an image forming apparatus. SOLUTION: The toner includes: a first group of toner particles containing at least a binder resin, a colorant and a charge controlling agent insoluble with the binder resin; and a second group of toner particles containing at least a binder resin, a colorant and a charge controlling agent compatible with the binder resin, and having a volume average particle diameter smaller than that of the first group of toner particles.
