It is intended to provide an iontophoresis device equipped with an electrode construct which holds a drug solution containing a salt of a first drug with an acid dissolved therein and has a polarization electrode to be in contact with the above-described drug solution, wherein the polarization electrode employed holds a second drug of the same kind as the first drug which has been adsorbed thereby. It is also intended to provide a method of manufacturing the iontophoresis device preferably comprising: the first step wherein the second drug is adsorbed by the polarization electrode; and the second step following the first step wherein the polarization electrode is brought into contact with the above-described drug solution. Owing to this constitution, it is possible to control a change in the pH value of the drug solution, which contains the salt of the first drug with the acid dissolved therein, while it is held in contact with the polarization electrode.
