PROBLEM TO BE SOLVED: To provide a method for setting a target temperature of ending blowing in a converter, which omits an operation of measuring a temperature of a steel which has been received by a ladle after a blowing step in the converter has been finished, when the ladle arrives at a secondarily refining facility, and considers a risk of change in temperature prediction. SOLUTION: This setting method comprises the steps of: collecting a temperature of the molten steel required when an continuous casting operation starts, scheduled times of starting operations, scheduled periods of time necessary for the operations and transportation times for the converter, the secondary refining apparatus and the continuous casting machine respectively, and past heat histories and results of a raising rate and a dropping rate of a temperature of the molten steel in the secondary refining apparatus and in the continuous casting machine respectively; calculating the dropping rate of the temperature of the molten steel in a period between the time when the blowing step has been finished in the converter and the time when the casting operation starts in the continuous casting machine, according to a steelmaking process and variations during the transportation, on the basis of the collected data; and setting a sum of the calculated dropping rate of the temperature of the molten steel and the target temperature when starting the continuous casting operation, as the target temperature of ending blowing in the converter.
