PROBLEM TO BE SOLVED: To prevent the fraudulence by properly hindering the capture of random numbers committed from outside. SOLUTION: After the resetting (after closing of power source), a cycling initial value which is generated with a hardware random number IC adapted to update the existing value from the reception of an operation clock and generate a cycling initial value of a cyclic counter is set as such for the first cycle of the cyclic counter. On the other hand, when the cyclic counter reaches the cycling initial value, a value of an initial value counter which is updated circulatorily within the range of the minimum or maximum value from the execution of game control is set as another one for the cyclic counter.
