An ink tank and ink cartridge is provided to accomplish stabilization of quality and reduce ink residual amount after usage and reduce costs. An ink tank and ink cartridge(10) includes an ink tank(13), an enclosing pipe(20), and a needle lid. An ink tank seals outer circumference with a pair of fire retardant resin sealing film. The enclosing pipe consists of a first end and a second end(22) conforming to the first end. The needle lid is made from elastic material, installed inside the second end of the enclosing pipe, whose one end is equipped with a connection hole and the other end is equipped with a cutting line.
