PROBLEM TO BE SOLVED: To provide an illuminating device and an endoscopic apparatus capable of preventing a subject from being irradiated with a large quantity of light differently from a scheduled condition even when there is abnormality when emitting light from a light source part and starting the irradiation of the subject. SOLUTION: The illuminating device 1a comprises: a light source part 6a provided on the proximal end side of an insertion part 2, for emitting a laser beam corresponding to a supplied current; a light source driving part 7 for supplying the current to the light source part 6a; a light guide 6b for illumination for guiding the laser beam from the light source part 6a to the distal end side; a fluorescent member 6c provided on the distal end of the light guide 6b for the illumination, for emitting illuminating light with the laser beam as excitation light; a photodetection means 10 for detecting the light quantity of the laser beam or the illuminating light; and a control part 8 for controlling the light source driving part 7 on the basis of the detected light quantity. The control part 8 gradually increases an amount of current to be supplied to the light source part 6a while monitoring the detected light quantity and sets the light quantity of the laser beam or the illuminating light when starting the emission of the illuminating light from the fluorescent member 6c.
