PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of exerting appropriate control by eliminating the accompanying rotation of an intermediate transfer belt if it occurs, and to provide an image forming method and a semiconductor device. SOLUTION: The image forming apparatus includes: an accompanying rotation determining section 470 that determines whether the accompanying rotation of the intermediate transfer belt has occurred or not, based on a PWM value relative to an intermediate transfer belt drive motor and the rotating speed of the intermediate transfer belt drive motor; and a speed control section 480 serving as a control section that eliminates accompanying rotation.
