PURPOSE: To lower the voltage at the time of image transfer and to enhance the transfer efficiency of a developer by providing the roller with a specific conductive surface layer. CONSTITUTION: The transfer roller 1 is designed to transfer an image consisting of the particulate developer on an image holding surface to an image receiving surface (e.g.: paper sheet) and is provided with a conductive hard core 2 and a coating layer 3 having elasticity. The Shore hardness A of the layer 3 is specified to 25 to 55 deg.. Components 4 for increasing electrical conductivity are included in the layer 3 or within the conductive surface layer 5 on the layer 3. The resistivity of the layer 5 is preferably 1.0×10<-8> to 1.010<-2>Ω.cm. The roller is preferably provided with the layer 3 having the Shore hardness A of about 35 deg. and the layer 5 consisting of a homogeneous mixture composed of a synthetic resin and conductive powder.
