An eccentric gear mechanism and a method for transferring rotation force using the same are provided to perform eccentric movement of an internal gear without rotating the internal gear while rotating a bearing. An eccentric gear mechanism includes an input drive unit(2), a movable internal ring gear(7), and an outer ring gear(8). The input drive unit includes an eccentric part and a center part rotated with respect to a shaft line. The movable internal ring gear includes an outer periphery gear. The outer ring gear includes an internal periphery gear which is partially coupled with the outer periphery gear. The eccentric part and the center part are rotated on the movable internal ring gear. The movable internal ring gear which is eccentrically moved and delivers a rotation force caused by an opposite internal ring gear. The outer ring gear is rotated with respect to the shaft line when the rotation force is induced by the opposite internal ring gear and then the outer ring gear delivers the rotation force along the shaft line.
