PROBLEM TO BE SOLVED: To provide humectants, anti-aging agents, skin beautifying agents, antioxidants, slimming agents, treatment agents, and arginase activity accelerators, which are widely applicable to the fields such of skin external agents.

SOLUTION: The humectants, anti-aging agents, skin beautifying agents, antioxidants, slimming agents, treatment agents, arginase activity accelerators, and skin external agents each comprise, as an effective ingredient, an extract of a plant belonging to genus Cynanchum, Asclepiadaceae family, for example, Cynanchum atratum, Cynanchum caudatum, Cynanchum versico, Cynanchum paniculatum, or Cynanchum wilfordii.
