<P>PROBLEM TO BE SOLVED: To provide a video image more detailed than a first distributed video image, without constantly increasing the amount of bits to be obtained, when retransmitting the distributed video image. <P>SOLUTION: In a camera terminal 10, a video signal A from a camera 11 is encoded at a high compression rate by an encoder 12a to produce a bit stream B<SB>L</SB>with low image quality and to supply it to a changeover switch 14, and encoded at a low compression rate by an encoder 12a to produce a bit stream B<SB>H</SB>with high image quality and to supply it to the changeover switch 14 as a high image quality bit stream B<SB>H</SB>' delayed via a recording medium 13. Ordinarily, the bit stream B<SB>L</SB>of low image quality is distributed to a receiving terminal 20 via a network 30 but if there is a retransmission request of a distributed video image from the receiving terminal 20, the high image quality bit stream B<SB>H</SB>' from the recording medium 13 is distributed to the receiving terminal 20 by changing over the changeover switch 14 by a system controller 23. <P>COPYRIGHT: (C)2008,JPO&INPIT |
