A momentum measuring system of an earth drilling device and a dynamic N-value measuring and application method are provided to improve reliability of measurement results by directly measuring effects on a casing through a sensor operating independent of the state and specification of a penetration machine. A momentum measuring system of an earth drilling device includes a depth measuring sensor, a load cell or a torque meter(5), and a controller. The depth measuring sensor measures a penetration depth in a soft ground improving machine. The load cell or the torque meter measures tension, compression, or rotary force applied to a casing pipe(1) in a penetration machine(3). The controller calculates, displays, stores, and records signals inputted from the depth measuring sensor and the load cell or the torque meter.
