PROBLEM TO BE SOLVED: To provide a system for permitting utilization only of a specific function of a mobile phone. SOLUTION: The present invention relates to a system which is constituted of a mobile phone 102, a short-range radio communication unit and an administrative server, restricts the specific functions of the mobile phone to be within a range of short-range radio communication and cancels the restriction by operating the restricted mobile phone. The system comprises an operating section 306 for performing payment operation; a payment information section 305 to be operated for generating and storing payment information; a short-range radio communication section 302 for transmitting the payment information to the short-range radio communication unit and receiving function permission restriction information from the short-range radio communication unit; a charging information section on the administrative server for analyzing the payment information received by the short-range radio communication unit; a function permission section on the administrative server for permitting specific functions in according to the payment information; a function control section 303 for permitting utilization of the specific functions, by analyzing the function permission restriction information received by the short-range radio communication section 302; and specific functions 304 that are to be restricted or permitted by the function control section 303.
