<P>PROBLEM TO BE SOLVED: To provide a conference system with which circulation control can be performed upon token information appropriately between electronic devices connected via a network without providing a server for managing the circulation of the token information which is acquired to give a right of speaking. <P>SOLUTION: A floor control section 112 outputs an instruction to a voice packet transmission control section 103 so as to allow the transmission of a voice packet storing a voice input from a microphone only while token information is held.
