PROBLEM TO BE SOLVED: To provide a plate cylinder having a weir member which prevents ink leakage from occurring over time and entirely, and a stencil process printing device equipped with the plate cylinder. SOLUTION: This plate cylinder 10 has the weir member 20 which is extensively present inside/outside a pressing region 50 to be covered by a pressing member and prevents ink leakage from occurring. Alternatively, the plate cylinder 10 has a front weir member 31 which is arranged correspondingly with a pressing start position PF of the pressing member 50, in the pressing region 50 by the pressing member and prevents the ink from leaking.
