<p><P>PROBLEM TO BE SOLVED: To realize a handover method which is not made to generate shut-off and a packet loss and does not carry out performance degradation in the whole network when a CDMA mobile communication system is constituted from an IP network. <P>SOLUTION: An MN 161 acquires the CoA of the link 112 where a BTS 122 is connected when it moves near the boundary to an adjacent cell 132 in a cell 131, and transmits it to the BTS 121. The BTS 121 transfers the IP packet data to the MN 161 to the BTS 122 while the radio data transmission to the MN 161 is continued when the CoA is received from the MN 161. The BTS 122 transmits the transfer data from the BTS 121 as radio data to the MN 161. The MN 161 receives data from both the BTS 121 and 122, and becomes a soft handover state. When the MN 161 completes the handover, the MN 161 transmits a message with the CoA to the CN 103.
