PROBLEM TO BE SOLVED: To prevent the occurrence of an accident such as the stop of a plant due to misoperation of an operation switch by outputting an operation command to a plant or the like only when the operation contents of the operation switch are matched with the contents of a voice instruction. SOLUTION: Voice indicating an operation instruction and the operation contents of the operation switch 6 corresponding to the instruction are pre-registered, and when the voice is inputted and the operation switch 6 is operated, whether an operation command specified by the voice coincides with the operation contents of the operation switch 6 or not is checked. When the operation command specified by the voice coincides with the operation contents of the operation switch 6 while guiding the checked contents by the voice, an operation output command is generated and the plant to be controlled is controlled.
