PROBLEM TO BE SOLVED: To provide an aqueous phenol resin composition or an aqueous epoxy resin composition which is self-emulsifiable without modifying a phenolic hydroxyl group in the phenol resin or an epoxy group in the epoxy resin and without using a large amount of emulsifiers and is excellent in storage stability in an emulsion state, and to provide a new phenol resin and a new epoxy resin which can impart these performance. SOLUTION: Disclosed is a thermosetting aqueous emulsion comprising a self-emulsifiable phenol resin represented by the following structural formula or an epoxidized compound of the phenol resin and a curing agent, dispersed in an aqueous medium.
