PROBLEM TO BE SOLVED: To provide a light distribution control device for an on-vehicle headlight, which prevents a target position signal for vertically driving an optical axis from dazzling other vehicles even when ground fault or short-circuit to a power supply occurs. SOLUTION: The light distribution control device is provided with an upper/lower actuator 5 for stopping control operation of the optical axis when the target position signal for vertically driving the optical axis of the headlight 1 becomes abnormal. When a right/left actuator 3 for driving the optical axis of the headlight 1 in the right and left directions becomes abnormal and when the target position signal for vertically driving the optical axis has abnormal DC voltage caused by ground fault, short-circuit to the power supply or the like, the light distribution control device makes control to lower the optical axis by outputting a second target position signal with respect to the upper/lower actuator 5 instead of the abnormal target position signal or to reduce light output of the headlight 1.
