PROBLEM TO BE SOLVED: To provide a heating device which can surely improve the temperature increase efficiency, without having to make the pressure resistance lower, and to provide a fixing device and an image forming device. SOLUTION: The heating device is provided with a plurality of exothermic resistors 41, arranged with gaps in a widthwise direction, a pair of conductive members 42, 43 arranged on both faces in a thickness-wise direction of the exothermic resistors for impressing a voltage on the exothermic resistors and a heat conductive member 43 for conducting heat from the exothermic resistors to a heating object. The pair of conductive members 42, 43 are formed so that their creepage distance D2 and their space distance D1 become the thickness t of the exothermic resistor or larger.
