PROBLEM TO BE SOLVED: To provide a road surface circumstance management system for making it unnecessary to provide any means for detecting the conditions of rain or snow and road surface temperature, and for simplifying the configurations, and for making it unnecessary to perform any complicate processing or arithmetic operation, and for analyzing road surface circumstances at low costs. SOLUTION: This road surface circumstance management system is provided with: a host system 2, an on-vehicle device 31 of a vehicle for transmitting vehicle detection information to the host system 2; the information terminal of a distribution service contractor 6 to which information related to road surface circumstances is distributed from the host system 2 and the information terminal of the Internet user 7. The on-vehicle device 31 is provided with: a GPS receiver 32; an acceleration/deceleration detection device 33; a mean acceleration/deceleration storage device 35 for storing the mean acceleration/deceleration of the vehicle; and an acceleration/deceleration difference arithmetic unit 34 for calculating a difference between the acceleration/deceleration speed and mean acceleration/deceleration speed of the vehicle. The host system 2 is provided with a road surface circumstance judging part 9 for judging the road surface circumstance level based on the vehicle detection information.
