PROBLEM TO BE SOLVED: To provide a new use of the ovarian membrane itself of a salmon or an ingredient extracted from the ovarian membrane. SOLUTION: This cosmetic having a melanin development-inhibiting action is characterized by containing the ovarian membrane itself of a salmon or the ingredient extracted by treating the ovarian membrane with a protease. Thus, the cosmetic contains the ovarian membrane itself of the salmon or the ingredient extracted by treating the ovarian membrane with the protease to give the melanin development-inhibiting action. Thereby, effects for improving the states of skins, such as lightening of stains or freckles of skins, removal of skin darkening, or whitening of the color of the skins, can be expected.
