PROBLEM TO BE SOLVED: To provide a light source for general lighting that achieves an insulation structure of an external electrode type rare gas fluorescent lamp and a lamp device which has secured insulation and safety. SOLUTION: The double-tube type rare gas fluorescent lamp 1 consists of an external electrode type rare gas fluorescent lamp 20 in which a rare gas is filled in a discharge tube, a phosphor layer is installed on an inner surface of the discharge tube, and a pair of external electrodes are arranged with a spacing along tube axis direction on the outer surface of the discharge tube, and an insulating cylindrical body which covers the whole external electrode type rare gas fluorescent lamp and has translucency. The external electrode type fluorescent lamp and the insulating cylindrical body are held nearly coaxially. The insulating cylindrical body includes a pair of lid members to cover both end parts and an adhesive is arranged between the insulating cylindrical body and the lid member, and a step-up transformer is housed inside the insulating cylindrical body.
