PROBLEM TO BE SOLVED: To reduce pressure loss of a turbine blade in a low Reynolds number in a low-temperature atmosphere without increasing pressure loss of the turbine blade in a high Reynolds number with a high-temperature atmosphere. SOLUTION: The blade is exposed to the high-temperature atmosphere with relatively high temperature and the low-temperature atmosphere with relatively low temperature and comprises a pressure surface 12 with a recessed/curved surface recessed along a fluid-flowing direction and a negative pressure surface with a projected/curved surface projected along the fluid-flowing direction. The blade is equipped with an asperity forming means for producing an asperity part along the flow of the fluid on the negative pressure surface when it is exposed to the low-temperature atmosphere and making the negative pressure surface a smooth surface along the projected/curved surface when it is exposed to the high-temperature atmosphere.
