A non-billing service offer method and a system thereof are provided to provide the non-billing service regardless of billing state of a subscriber and to restraint the connection of expensive contents not depend on a contents provider positioned outside the mobile communication network system. An IP/PORT traffic processing device(100) limits a service to a corresponding subscriber according to a restricted service command, mirrors packet and traffic and passes through a packet between a PSDN(108) and a NAS(106), and a traffic between AAA and NAS. Data charging analysis apparatus(102) transmits a restricted service command to a subscriber according to charging state information.
