<P>PROBLEM TO BE SOLVED: To provide a developing device configured so that a required quantity of developer with a required toner concentration and a required amount of electrification can be supplied for development without causing deterioration of the developer. <P>SOLUTION: The developing device includes a developing section 50 for performing the process of rendering an electrostatic latent image visible, and a circulation section 56 for conveying developer, recovered from the developing section 50, back to the developer supply part of the developing section. The circulation section 56 has a storage section 51 for storing some of the developer. An agitating member 80 is disposed in the storage section 51 in order to agitate and mix the recovered developer and fresh toner supplied. In such a developing device 5, the agitating member 80 has rotatable agitating sections 80B for agitating the toner and developer inside the storage section 51.
