PROBLEM TO BE SOLVED: To provide a sound absorbing panel which has sufficient sound absorbing properties, can be coated with colors in harmony with the ambient landscape etc., and exerts a guiding function to drivers of vehicles traveling at nighttime, and to provide a soundproof wall using the sound absorbing panel. SOLUTION: According to the structure of the sound absorbing panel, a sound absorbing material 5 which is obtained by coloring at least a front surface 6a of a mat body 6 formed of organic fibers in a desired color with a luminous colorant, is housed in a box-shaped casing 4 which has an open front surface 4a and a blocked rear surface 4b, and the front surface 6a of the mat body 6 is covered with a wire mesh member 7, followed by engaging a peripheral edge 7a of the wire mesh member 7 with an open-side edge 4c of the box-shaped casing 4.
