<p><P>PROBLEM TO BE SOLVED: To provide a starter capable of detecting personal authentication and alcohol of a driver in starting the engine of a vehicle. <P>SOLUTION: First, a finger 101 of a driver having operated a start switch 5 is irradiated with light absorbable by a reduced hemoglobin constituent from a first light source 13, and imaged by an imaging device 12, and personal authentication is executed based on the image acquired by the imaging, and a pre-stored blood vessel pattern. When the personal identification is successful, then the finger is irradiated with light absorbable by an alcohol constituent from a second light source 14 and imaged by the imaging device 12, and detection of alcohol is executed based on the image acquired by the imaging.
