A container cap and a container having the same are provided, which has no need to separate the sealing member and in which use is convenient by an automatic cutting of the sealing member. A container cap comprises: a main body(16) which has a space and is mounted on the container intake to which the sealing member is adhered; a push plate(40) which is arranged to be movable upward and downward inside the main body; a connection part(46) which connects so that the push plate can be moved upward and downward; and more than one cutter(42) which is formed in the edge of the lower face of the push plate in the columnar direction and cuts the sealing member while rotating the main body.
