PROBLEM TO BE SOLVED: To provide a cutter for cutting a web which can cut the web quickly, and smoothly without making cut end zigzag, or generating fragment, and a web cutting method. SOLUTION: A cutter 1 for cutting the web, which cuts a web W during conveyance in a width direction of the web W, comprises: a cutter body 2 which is formed in a standing board shape extending in the width direction of the web W, and confronts to the web W; a blade portion 2a which is arranged projectingly at a center portion of the cutter body 2 confronting to a center of the width direction of the web W, and forms a break 3 in the center of the width direction of the web W; and tearing portions 2b which extend respectively toward both ends of the width direction of the web W in a path from the blade portion 2a to the cutter body 2, and widen the break 3 by tearing.
