PROBLEM TO BE SOLVED: To improve a luminous flux of a fluorescent lamp. SOLUTION: The fluorescent lamp 111 comprises: a glass tube bulb 101; a low refractive index protection layer 102 that is formed on an inner surface of the glass tube bulb 101 and is comprised of a material having a lower refractive index than that of glass; a fluorescent material layer 107 formed on the low refractive index protection layer 102; a discharge gas 140 encapsulated in the glass tube bulb 101; an electrode section 105 for causing the discharge gas 140 to be discharged. The fluorescent material layer can also contain a low refractive index substance. In addition, the fluorescent material layer may also be of a lower refractive index than that of the low refractive index protection layer. Besides, a high refractive index protection layer that has a higher refractive index than that of the low refractive index protection layer may be provided between the low refractive index protection layer and the fluorescent material layer.
