PROBLEM TO BE SOLVED: To detect a surface defect of a cylindrical foam roller with high accuracy. SOLUTION: The foam roller 1 includes a urethane foam layer on a core bar as a shaft, and a part of a foam cell of a surface layer part is opened on its surface. In order to detect abnormality in an opening shape and dimension of the foam cell, light is irradiated from a light projecting means 23 to the foam roller 1. Reflected light is imaged by an imaging means 21 and image processing is applied to an obtained image. An LED or the like which generates light of an ultraviolet region (a short wavelength region) is used as a light source of the light projection means 23.
