<P>PROBLEM TO BE SOLVED: To improve printing efficiency in a printing system to transfer a toner image to an intermediate transfer body. <P>SOLUTION: In the case of printing by transferring an image on a page to a transfer drum one by one, a time T6 is required to finish two-page printing, and in the case of printing by simultaneously transferring images on two pages to the transfer drum, a time T2 is required to print the two pages. Then, a time required to form the image data of the following page after forming the image data of one page is determined, and when the determined time is shorter than a set waiting time for the two-page formation, a two-page formation mode is specified, If not, a one-page formation mode is specified.
