PROBLEM TO BE SOLVED: To provide a keeping and gathering/carrying method for preventing secondary disasters and health damages due to the volatilization or evaporation of harmful waste with the risk of adversely affecting health such as PCB or environmental pollutants and endocrine disrupters. SOLUTION: Nylon-based or vinyl-based bags 3 and 4 whose oxygen permeability is suppressed or a bag for which both are thermally attached is doubled, the volatilization and evaporation of the harmful waste such as the PCB from a stored object 1 are prevented, and it is safely and surely kept and gathered/carried.
