PROBLEM TO BE SOLVED: To provide a base isolation device or the like supporting a fixture and furniture or the like by a small and simple structure, allowing coseismic horizontal displacement, providing damping due to frictional force, and having horizontal restoring force. SOLUTION: The base isolation device or the like includes: a housing portion 2 opened downward; an upper load support portion 11 composed of a spherical part 6a pivoted by a retaining portion 4 in the housing portion 2; a housing portion 3 opened upward; a lower load support section 12 composed of a spherical part 6c pivoted by a retaining portion 5 in the housing portion 3; a base isolation body 13 composed of an arm part 6c connecting the spherical parts 6a, 6b of both the load support portions 11, 12; and a restoring means 7 applying the restoring force to return both the load support sections 11, 12 to their original positions when both the load support portions 11, 12 are relatively moved. When an earthquake occurs, damping force is exhibited by friction between the spherical parts 6a, 6c and the retaining portions 4, 5, and the restoring force is exhibited by the restoring means 7.
