<p><P>PROBLEM TO BE SOLVED: To positively improve workability by increasing surfacing resistance of an underground structure buried in soil structure by banking. <P>SOLUTION: In the first process, a pipeline 2 is disposed on a supporting ground C of a ground 4 and in the second process, a sand bag 3 is disposed on both ends in the longitudinal direction of the pipeline, and in the third process, both ends of a geotextile 10B, 10C are left over to cover with a geotextile 10 along the pipeline 2, the supporting ground C, the inner sides surface of the sand bags 3, and in the fourth process, a mound 5 is disposed on both sides of the sand bags 3 and the left over parts 10B, 10C of the geotextile both ends are stretched upwards in accordance with the mound 5 drops until a predetermined height L1.
