PROBLEM TO BE SOLVED: To provide a punch device capable of surely punching a sheet without deteriorating its productivity even when a conveying speed of the sheet becomes high, an image forming device with it, and a post-processor. SOLUTION: A moving eccentric cam 52 moves a holding member 4 integrally holding a punch 42 and a die 43 in a sheet conveying direction, and a punching eccentric cam 47 interlocked with the movement of the holding member 44 lowers the punch 42 in a direction orthogonal to the sheet conveying direction, so as to punch a sheet P without stopping it.
