PROBLEM TO BE SOLVED: To provide a document separating and feeding device capable of preventing the occurrence of jamming between a pickup roller and a separating part even during delivering, separating, and feeding of a short draft, and to provide an image reading device using the same. SOLUTION: The document separating and feeding device is equipped with an oscillating drive means 32, 33 for vertically oscillating the pickup roller 11 supported vertically oscillatably with a spindle 12a as a fulcrum, and a control part for driving and controlling the pickup roller 11, a separate roller 12, a retard roller 13, and the oscillating drive means 32, 33. When a tip end of the document separated and fed by action of the separate roller 12 and the retard roller 13 reaches a first predetermined position, the control part operates the oscillating drive means 32, 33 and controls the pickup roller 11 to separate from the stacked document S on the document feeding tray 2, and when the tip end of the document S reaches a second predetermined position further on the downstream side in the document conveying direction of the first predetermined position, the control part controls to stop drive of the pickup roller 11, the separate roller 12, and the retard roller 13.
