A method and an apparatus for decoding a video signal are provided to check information whether inter-layer prediction is performed or not and quality identification information, thereby minimizing the transmission of information related to the inter-layer prediction. First flag information is acquired, wherein the first flag information shows whether a current block on a current layer is encoded or not by using inter-layer prediction. Quality identification information is acquired, wherein the quality identification information identifies the quality of the current block(810). Control information is acquired, wherein the control information controls characteristics of a de-blocking filter based on the first flag information and the quality identification information(820). De-blocking filtering is performed by using the control information(830) for controlling the characteristics of the de-blocking filter. |
