A method and an apparatus for decoding a video signal are provided to define syntax for codec compatibility, thereby improving the compatibility between different types of codecs. Flag information, which restricts a specific syntax for codec compatibility, is checked. First flag information, which shows whether a reference base picture is stored in a buffer or not, is acquired based on the restriction flag information. The reference base picture is stored according to the first flag information. If the reference base picture is a non-IDR(Instantaneous Decoding Refresh) picture, the reference base picture is marked. A video signal is decoded by using the reference base picture stored according to the first flag information. Second flag information, which shows whether the reference base picture is used as a reference picture or not, is acquired. If the reference base picture is the non-IDR picture and used as the reference picture, the reference base picture is marked according to the second flag information. |
