PROBLEM TO BE SOLVED: To take countermeasures against radio wave interference between base stations in consideration of the communicability of the other party of wireless communication while keeping a degree of freedom in the placement of a cognitive wireless base station. SOLUTION: It is determined whether there is radio wave interference related to a plurality of wireless media which provide communication areas of difference sizes (S3). When there is interference by the wireless medium providing the largest communication area, the transmission power level of the wireless medium is lowered to such a minimum level that allows the wireless medium to make wireless communication (S8).
