PROBLEM TO BE SOLVED: To estimate, for a road link for which probe data cannot be obtained, a link traveling time corresponding to a link traveling time calculated from probe data. SOLUTION: When a probe traveling time based on probe data in a first time zone of an object road link is absent (S100: No), a conversion coefficient K is calculated from a probe traveling time in a second time zone of the object road link and a VICS traveling time that is a link traveling time of VICS data (S130). The probe traveling time in the first time zone of the object road link is estimated based on the conversion coefficient K and the VICS traveling time in the first time zone of the object road link (S140).
