An apparatus for controlling a pump turbine for an oil cargo is provided to reduce the cost on the installation and maintenance of a system by applying a central processing unit to an electric system when transferring an alarming signal to an external system. An apparatus for controlling a pump turbine for an oil cargo comprises a detection device(101) including various sensors, a speed detection device(110) for detecting the speed of the pump turbine, an pressure detection device(120) for detecting information on a suction pressure or a discharge pressure of the pump turbine, a central processing unit(600), a set up station(700) for changing output specifications, a set up display unit(620), a set up switch unit(630), a memory unit(640) for memorizing the set up value, a signal latch unit(650), and a display unit(660). The central processing unit delays signals input from the detection device by referring to the set up value or analyzes the output specifications. The central processing unit transmits an output signal to the signal latch unit through a timer unit(610) and stores the set up value generated through the set up station.
