PROBLEM TO BE SOLVED: To restrain thermal strain by thermal deformation of an inner cylinder, by improving a welding place to the inner cylinder of a support ring, in an exhaust emission muffling/control device having an exhaust muffler for arranging the support ring between an outer cylinder and the inner cylinder to be welded to at least the inner cylinder and a catalyst stored in the inner cylinder to be biased from the axis of the inner cylinder in a position corresponding to the support ring in the longitudinal direction of the inner cylinder. SOLUTION: The support ring 95 is welded to the inner cylinder 73 in the vicinity of two places orthogonal to a first plane L1 passing through the axis C1 of the inner cylinder 73 and the axis C2 of the catalyst 90, and crossing a second plane L2 passing through the axis C1 of the inner cylinder 73 with the inner cylinder 73.
