<P>PROBLEM TO BE SOLVED: To provide a qualification confirmation management system capable of immediately confirming information of a worker without trouble by preventing the use by an illegal user. <P>SOLUTION: A terminal device 103 individually registers qualification information, associates a tag ID obtained by reading IC-tagged shoes 20 with an IC tag 10 set in the bottoms of shoes to the qualification information, stores them in a database 301 and writes the qualification information in the IC tag 10. When the worker wearing the IC-tagged shoes 20 passes through a gate, a terminal device 113 for a gate determines passing qualification on the basis of the qualification information read from the IC tag 10 by a tag reader 115 under the floor of the gate, displays passing information and transmits the passing information to the terminal device 103. In the case of unauthorized passing, a warning lamp 112 is turned on, and the worker is imaged by a camera 116 to keep an image log.
