PROBLEM TO BE SOLVED: To solve the problem of having risk of peeling off a waterproof sheet laid on backing concrete by negative pressure caused by a strong wind in a conventional construction method. SOLUTION: A cover sheet 14 having a diameter larger than a waterproof sheet fixing board 2 and forming a gradient part 14A of a downward gradient on the outer peripheral edge side, is fused on the waterproof sheet 5 corresponding to the waterproof sheet fixing board 2. A reinforcing sheet 13 having a diameter larger than the waterproof sheet fixing board 2 and forming a gradient part 13A on the outer peripheral edge side, is arranged between the waterproof sheet fixing board 2 and the waterproof sheet 5.
