PURPOSE:To improve the utilizing efficiency of a transmission line by adopting the constitution that the call setting control is applied while a call setting controls slot has only to be circulated once in a loop. CONSTITUTION:A call setting control slot 311 is detected by a slot detection means 100, and when request transmission is usable, a request write means 104 and an inter-multi-point two-way communication execution means 105 are controlled, the request write means 104 writes request information to a call setting control slot and sent to a transmission line by the means 105. When no call setting request exists or request transmission is disabled, the request reception decision means 102 detects whether or not the request addressed to its own node exists and when the request exists, the means 105 is controlled, the operating channel is set and the said slot is sent to the transmission line. When no request exists, the means 105 is controlled to send the said slot to the transmission line as it is.
