When a low-order module is bottomed up to a high-order module, a constraint information extracting unit (1101) extracts the information on a predetermined terminal of the low-order module having a constraint condition, from a predetermined storage region. A circuit information extracting unit (1102) extracts the circuit information of the high-order module. A moving destination deciding unit (1103) decides the pin of an instance for moving the constraint condition, on the basis of both the information, as extracted by the constraint information extracting unit (1101), on the predetermined terminal and the information, as extracted by the circuit information extracting unit (1102), so that the bottom-up can be efficiently performed.
