<p><P>PROBLEM TO BE SOLVED: To provide a taxi utilization system and a center-side management device that enabled improvement in the convenience for taxi users who possess membership cards. <P>SOLUTION: A center side management device 60 creates service guidance information containing an accumulation discount rate according to the accumulated used amount for a customer, based on the service information for the customer specified by the customer data obtained by a service guidance information creation part 63 by, based on the customer data received from a terminal device 50, retrieving a customer database 62, in which customer information on the customer to which a membership card is issued and service information by customer containing the accumulation discount rate according to the accumulated used amount, which is the accumulation of used amounts when taxis are used with the membership card, are accumulated.
