PROBLEM TO BE SOLVED: To provide a method for manufacturing a developing roller with easier attachment of flanges to a sleeve. SOLUTION: The method for manufacturing the developing roller 10 with the sleeve 12 and the flanges 16A and 16B has a process of press fitting the flanges 16A and 16B with circular cross sections and flat outer periphery surfaces 44a into the sleeve 12 which is a cylindrical shape and is provided with irregularities 12g at least on inner periphery surfaces 12c on end parts so that the outer periphery surfaces 40a of the flanges 16A and 16B are deformed along the irregularities 12g.
